Can contract staff apply for a cooperative loan?
Yes, in many cases. Although some people assume cooperative financing is only for permanent staff, government contract staff may also be able to apply — subject to the product and cooperative panel policy and your employer arrangement. What usually matters is that your salary can be deducted for repayment (for example through ANGKASA / Biro Perkhidmatan Angkasa (BPA)) and that your contract is still active when you apply.
What requirements may a panel set?
Cooperative panels usually set a few basic requirements for contract staff:
- Malaysian citizen serving a government agency / statutory body / GLC that participates in the relevant scheme.
- Some panels set a minimum service period (varies by panel).
- An active contract; some panels set a minimum remaining term.
- Salary deductible for repayment with sufficient deduction room, subject to employer/ANGKASA arrangements.
For general basic eligibility, see Cooperative Loan Eligibility Requirements for Government Servants.
How does the remaining contract affect the tenure?
Because repayment is usually linked to salary deduction, some panels may limit the financing tenure based on your remaining contract term. For example, if your remaining contract is short, the offered tenure may be shorter — this depends on panel policy and can affect your monthly instalment and the amount you qualify for.

Additional documents you may be asked for
Besides basic documents such as payslips, salary statement and identity card, contract staff may be asked to provide an appointment letter or contract agreement showing the contract start and end dates — depending on the panel. For the full list, see Documents Required for a Cooperative Loan.
